Building & Safety
The Building and Safety Department is intended to provide standards to safeguard life, limb, health, property, and public welfare by regulating and controlling the use, occupancy, location and maintenance of buildings and properties in accordance with City Council approved Municipal Code provisions.
David W. Rowlands was appointed city manager in August 2013. Since his arrival the City has received numerous budgeting awards, landed its first business in the Business Park and right sized the organization financially.
The City of Fillmore has partnered with the Economic Development Collaborative of Ventura County over the last number years to provide business services and economic development resources to the small business entrepreneurs and Downtown Merchants in town.
The Engineering Department is responsible for a variety of items including the new Small Wireless Facilities program.
Fillmore Access Television
The F.A.C.T. Channel 10 community bulletin board was created to keep the citizens of Fillmore informed about community events, and as a source of information about the functions of city government, and to address community health and safety concerns.

Parks & Recreation
The mission of the Parks and Recreation Department is to provide the best possible facilities and services to meet the ever-changing needs of the residents of Fillmore, in the most cost-effective manner possible.
The Planning Department is responsible for coordinating and processing applications for new development within the City. The department is also responsible for implementing and interpreting the City's zoning ordinance, subdivision ordinance, various design guidelines and the City's General Plan.
The role of the department is to provide services in the areas of parks, streets, alleys, sidewalks, water, sewer, storm drains, parkway trees.
Resource Management includes Solid Waste, Hazardous Materials and household Hazardous Waste, Recycling, Source Reduction, Special Waste Stream, Construction and Demolition, Operations Waste Stream Management, Waste Audits, Sharps Disposal, Universal Waste Recycling and Disposal, Electronic Waste Recycling and any other waste stream or recycling question that may come to mind.
